An innovative funding system, the first of its kind to ever be used in Canada, the Community Revitalization Levy (CRL) was created specifically for the Rivers District project in order to achieve the economic, social and environmental objectives for the area.
The CRL is similar to Tax Increment Financing (TIF), which is widely used in the United States. It provides a means to segregate increased property tax revenues in the Rivers District, which result from redevelopment, into a fund that will be used to pay for the new infrastructure required. The CRL is levied and collected by the City of Calgary through the property tax system and these funds are then allocated to CMLC to implement the Rivers District Community Revitalization Plan.
