The site of the future Anderson Transit-Oriented Community by CMLC is on 20 acres of City-owned land, located at the existing Park & Ride.

The site is next to various professional and retail services, and is located near the communities of Southwood, Canyon Meadows, Willow Park and Lake Bonavista. It is serviced by Macleod Trail, and located across from Willow Park Village and Southcentre Mall.

Planning Process

CMLC builds our understanding of each TOC site through community engagement and site and market analysis.We work with planning experts and community to explore land use, public realm, and connectivity. Together, these elements inform the development of a master plan before it is submitted to The City of Calgary for approval.

    Site and Market Analysis

    Site and market analysis explores the opportunities and challenges with each site, and evaluates potential for housing and retail development in each community.

    Land Use Planning and Engagement

    CMLC and our planning teams work together to develop a contextual and market-informed land use plan for each site, working closely with the community throughout the planning process to understand community context and to identify opportunities and challenges associated with integrating a TOC into the established neighbourhood. Engagement begins early in the process to help inform the development of the master plan, and continues as plans are refined.

    Regulatory Review

    Each master plan is submitted to The City for review and circulation between internal departments and external groups, including notification to community associations. It then goes to Calgary Planning Commission (CPC), followed by a final decision by City Council through a public hearing.

    Infrastructure Development & Land Sales

    Once a plan is approved, CMLC will prepare the site for development, making the infrastructure and public realm improvements. Then, we engage the private industry to purchase parcels of land and create plans for mixed-use residential development in alignment with the master plan.

    Development Planning and Construction

    Each developer partner will submit a Development Permit to The City’s regulatory approvals process. Once approved, each developer will begin construction on their respective project.

About the Engagement Process

CMLC’s comprehensive engagement process starts early and continues through the planning, regulatory review and implementation process.

We begin by asking what the community values in their neighbourhood, and where opportunities for improvement may exist. As land use plans begin to take shape, we gather input on connections, public spaces, and fit with the community, keeping residents informed every step of the way.

Upcoming engagement opportunities focused on the land use planning process will be available throughout spring 2026.
