CMLC exploration of Transit Oriented Community sites and additional development progress in East Village a timely response to growing housing demand
As demand for housing in Calgary continues to grow, Calgary Municipal Land Corporation (CMLC) is pleased to share continued residential development progress on CMLC-managed development parcels and communities in alignment with The City of Calgary’s housing strategy.
“The multi-family housing market has been challenged in recent years with rising construction costs and inflation pressures, so we are encouraged by the renewed interest in development in Calgary, particularly in East Village,” said Kate Thompson, President and CEO of CMLC. “With Calgary’s growing population and housing demand, there is a huge opportunity and need for well-designed and smartly delivered rental and condo homes, and we are delighted to partner with industry to bring this housing to life.”
Attainable Homes Calgary Begins Construction on 230 Affordable Homes
Today, CMLC and Attainable Homes Calgary marked the start of site servicing construction on 230 affordable, townhouse-style homes on the David D. Oughton site in Albert Park/Radisson Heights.
CMLC purchased the land – an 8.77-acre site – from The City of Calgary in 2018 and in 2023 finalized a partnership for the site with Attainable Homes, a company created by The City in 2009 to help moderate-income Calgarians attain home ownership.

These townhomes are thoughtfully designed to respond to an immediate and pressing need for housing, while also contributing positively to the Albert Park/Radisson Heights community, with design that reflects and respects the surrounding community and provides publicly accessible green space.”
Attainable Homes’ Albert Park Townhomes project will offer a range of one- to five-bedroom owner-occupied townhomes and a dedicated green space on approximately three acres of the total site, featuring a fenced off-leash dog park, basketball courts and gathering spaces accessible to the broader community and serving as a complement to the new homes.
With site servicing now underway, the first families are expected to move in by spring 2026.
CMLC Advancing Exploration of Potential Transit-Oriented Communities
Following City Council’s 2024 approval of $20M to initiate planning and analysis of potential Transit-Oriented Communities (TOC) on City-owned lands along the Red Line LRT, CMLC is completing feasibility analysis to assess development potential and site readiness for three initial sites at Fish Creek-Lacombe LRT Station, Dalhousie LRT Station, and Anderson LRT Station.
These three existing Park & Ride sites have been identified for potential TOC development as under-utilized City-owned land near the Red Line LRT and major transportation corridors, which gives them great potential to become well-connected mixed-use communities with a range of housing options, commercial/retail spaces, and new community amenities and public spaces.

CMLC’s due diligence on the three initial TOC sites is part of a portfolio approach designed to enable the organization to identify potential sites, to manage development timing and approvals in alignment with market interest and demand, and to create a long-term pipeline of TOC housing development in Calgary. Initial steps will involve geo-technical analysis and supporting community engagement for the first three identified sites. CMLC is also working through the early stages of procurement for community planning consultants.
The first phase of community engagement will begin in the Fish Creek-Lacombe, Dalhousie and Anderson areas with surveys in late June, with more engagement to follow as site analysis and planning progresses.
More Than 900 Homes in the Pipeline in East Village
With development industry confidence in East Village continuing to grow, CMLC celebrates ongoing progress towards the East Village Master Plan vision with more than 900 homes currently moving through the regulatory process, and more to come.
Construction on the first 162 of those homes will begin later this year as Bankside Properties advances its Library Square project, which is progressing towards Development Permit approval for two six-storey buildings providing 81 rental units each just east of the Central Library. Conveniently located close to the City Hall LRT station and Calgary’s robust cycling and pathway network, Library Square’s modern apartment-style buildings are inspired by the historic building façades of East Village with traditional brick detailing, vibrant streetscapes, and a courtyard and roof-top amenity for residents.
Additionally, development is progressing on several other parcels in East Village, including:
- Leasing is underway for the 44 residential units for Alston’s EV606, and one of two ground floor retailers confirmed, with occupancy expected to begin in Q3 2025.
- Triovest has submitted a land use application to The City for their site just north of Studio Bell for two residential towers offering an anticipated 500 units combined.
- BOSA has sold the Evolution site (where the East Village Experience Centre has been since 2012) to Ayrshire Group, who are in the planning stages for a residential development and anticipate submitting a development permit this summer.
- Slokker Homes is advancing a Development Permit for an approximately 200-unit rental development at 7 Ave and 5 St S.E., expected to begin construction in mid-2026.
